Dashboard reporting is the wrong trigger for changeable decisions.

Dashboards make past signals visible. The useful shift happens earlier in the workflow: connect a relevant signal to a choice that can still be changed, then prepare a response for the person making the call.

Before building a watcher, I check the input against the decision. When the signal could change a specific choice that remains open, the workflow should propose an action. Otherwise, keep the signal in reporting.

That boundary decides whether the system helps with action or merely adds explanation. The proposal puts the signal beside the live choice; once the choice has narrowed, the same signal mostly describes what has already happened.

For example, imagine a media team weighing an allocation change. A relevant delivery signal appears while the choice remains open, so the watcher prepares a response. If that signal waits for routine review, it reaches the same team as context for the past rather than input to the current call.
